          Marine (ocean) resources methodologically are recognized to be useful properties and their development is the aim of investors activity. The investor assesses not only physical properties of the aquatic environment, but the sea as a reservoir with the size, geographical and climatic characteristics, as well as business at the sea and on the coasts, economic potential of marine cargo transportation, water biological resources, offshore mineral wealth and beyond the offshore, ocean energy, coasts recreational opportunities and etc. Economic evaluation of marine resources is only meaningful in the context of the set of technological, legal and other opportunities for their development.
          The industrial development of marine resources is a capital-intensive and highly technologycal industries. So, in opposed to financial economy the innovative economy should be developed to promote financial assets in real industrial sector.
          Expert servicing of the processes of the assets promotion is put into practice in the field of applied economics, and its value increases taking into account the international specialization in shipping and shipbuilding, as well as due to the reason that marine resources, whose development is the aim of investors, may be located outside national jurisdictions or can be a subject of interests of different states, which should have mutual understanding and similarity of approaches.
          Determination of the marine engineering optimal characteristics, including civil vessels or property complexes of marine companies should be system-based with view of the investor whose motive of investing into the marine technology is to get an access to marine resources. Assessment of marine resources is the basis of applied economics and pricing in the marine industrial activities. Estimation of the value of marine facilities and estimation of their effectiveness in the development of offshore resources are defined as adjacent faces of a complex challenge.
          Sustainable development of the marine resources is of direct relevance to the assessment of economic efficiency. The system based objectives of ecology are achieved by determining the balance between the marine resources conservation and their use, that in their turn is closely linked with economic approaches that guide the investor.
          The systematic approach is the basis of economic evaluation of the vessel as a system consisted of subsystems, in a cyclical process of the sequence of construction, productive operation and disposal, when the vessel is a part of the maritime business used by the investor to get an access to marine resources. Characteristics of the commercial vessels to be built or to be bought in the second-hand market and characteristics of the marine equipment used for marine enterprises are determined by the methods of design optimization in view of economic feasibility of the project for the investor, taking into account his financial capacity.
          With the help of mathematics and digital programming the particulars of the commercial vessels and the characteristics of the subsystems in the design are determined on the basis of natural science methods of mechanics, theory of machines and mechanisms, theoretical foundations of electrical engineering, multiple-related subjects and other subjects, based on physics. At the final stage of ship designing the systematic approach and optimization of project characteristics are used in view of economic criteria, taking into account the financial evaluation of the investors capacity.
          That is, the methodology of applied economics in the design of a vessel or maritime companies is a the summarizing subject which regulates the use of natural scientific methods and helps to rationalize their application. The main ways for improving the quality of expert appraisal of the value and efficiency estimation, as well as their practical applications are in line with the wider implementation of algorithmic approaches, digital technology and global networks.

          The textbook is recommended by the Far Eastern Regional Methodology Centre of Russian Ministry of Education for students of the professions: Economics, Management, specializing in: Mathematical methods in economics, Crisis management, as well as professions: Naval architecture and Marine engineering, Shipping and operation of the transport equipment, for example, senior students and will be useful for professionals who are united in the professional communities, as well as for a wide range of professionals and experts carrying out their activity in the industries developing the ocean.
