           Was born in Academgorodok in 1962.

Education:
           – Naval architect specializing in Shipbuilding and Ship Repair, graduated with honors from the Nikolayev Shipbuilding Institute in 1985;
           – Mathematician, graduated from Zaporozhe State University in 1993;
           – Economist (Business valuation), obtained additional education in the Far Eastern National Technical University in 1999.

Academic degrees and titles of the author on the design and construction of vessels, assigned by the Commission for Academic Degrees and Titles of the Ministry of Education and Science of the Russian Federation:

           – In 1989 defended the thesis Optimizing of the design characteristics of the technological facilities for deep ocean mining, the degree of Candidate Sciences (engineering) was awarded in 1990;
           – Academic rank of associate professor of the Ship theory and design was awarded in 1997;
           – In 2002 defended the doctoral dissertation Methodological basis of marine systems design optimization (http://www.lib.ua–ru.net/diss/cont/167475.html), the degree of Doctor Science (Ph. D., engineering) awarded in 2003;
           – Academic rank of professor of the Ship theory and design was awarded in 2009.

– Corresponding Member of the International Higher Education Academy of Sciences (IHEAS) since 2007;
           – Scientific secretary of the Far Eastern Branch of IHEAS since 2007 to 2009.

           – Shipping companies fulfilling the maritime industrial activities: Preobrazhnskaya Base of Trawling Fleet, Dalmoreprodukt, Aquaresources, Yuzhnomorskaya base of fishing fleet, Far East fleet base for the fishery and processing of seafood, Shipping and fishery company "Polar", Fishery company "Marine", Pacific fishery shipping company of exploration and scientific research fleet, Dalryba, Vladkristall, Dalrefservis, Shipping company "Berkut", Sakhalin Rybakkolkhozsoyuz, Vanino marine commercial port etc.;
           – Commercial banks investing in the marine companies and the development of ocean resources: Gazprombank, Savings bank (Sberbank), Vneshtorgbank VTB 24, Promsvyazbank, Russian Agricultural Bank (Rosselkhozbank), Alpha–Bank etc.

           – Internship in 2003 in Vienna, Austria on Economics and Management, Chamber of Commerce in Austria;

           – Training in 2007 in Orlando, USA (ññûëêà íà ñåðòèôèêàò ïî ó÷åáå âî Ôëîðèäå) of the International Society of Appraisers property evaluation Program;
           – Internship in 2007 in Prague, Czech Republic on the subject of valuation of intangible assets (fig1, fig2), European Business Academy Berlin–Prague;
           – Training in 2003, 2006 and 2009 in Vladivostok in the Far Eastern National Technical University, program on business evaluation.

           –  From 1979 to 1990 – Nikolayev Shipbuilding Institute (National University of Shipbuilding): student, graduate student, researcher;
           –  From 1990 to 1993 –  Joint–Stock Research and Production Association «Pacific Marine Technology», Deputy Director on Science;
           –  From 1993 to 1996 –  Dalrybvtuz (Technical University of Fisheries, associate professor;
           –  Since 1996 –  Far Eastern National University(fig), professor;
           –  Since 1998 a vice president and a partner of the non–profit partnership «Club Professional» (the information–analytical center of valuation and consulting);
           –  In 2003 – established as an applicant and served as executive director of a non–profit partnership of Educational, research and innovation complex (university model) based on the Far Eastern National Technical University.

The author supervised the scientific work of postgraduate students involved in collaborative research, which results in the defense of their dissertations were awarded the academic degree of Candidate Sciences (engineering):

Scientific publications of the author contain more than 130 works (link), including: scientific proceedings, reports, a monograph, 13 innovations, 7 books and textbooks.

Besides, the author was developed and applied the programs of training courses for university students on ship and marine equipment design, on the use of economic principles and techniques for designing, on the application of methods and approaches for estimating the value and economical effectiveness.

In addition to participation in scientific conferences as a speaker, the author engaged in organizing the conferences as a member of the International Organizing Committee, International Technical Committee, the initiator and the person responsible for managing as a:

           –  Initiator and the person responsible for VIII Far Eastern Regional Conference of the Russian Society of Appraisers, September 14 – 16, 2009 (fig1) (fig2);
           –  One of the chairpersons of the IV International scientific–practical conference «Evaluation of ships and floating equipment. The role of evaluation in the shipping business», September 15–17, 2010, St. Petersburg (fig1, fig2), and the leading lecturer of the seminar «System approach to optimizing the economic performance criterion in order the ship» during the conference.

The author has given lectures and seminars based on the results of his research:

           –  In the Department of Naval Architecture and Marine Engineering of Michigan University in2008 (fig1);
           –  In the mechanical engineering department of the University of Victoria in 2008;
           –  On the methodology of vessels evaluation for loan officers of the Alpha–Bank in Moscow 2003;
           –  For loan officers of the Promsvyazbank in Moscow 2008;

           – For loan officers of the Gazprombank in Vladivostok 2009 etc.

The author was involved in editing of articles, monographs, textbooks, scientific papers and journals, including:

Professional experience and scientific interests

Professional experience of the author covers various aspects of study, research and planning in the economy and technology of marine resources development:
           –  Evaluation and economical effectiveness estimation of the investments into the maritime industry (shipping, ship maintenance, shipbuilding) for investing in the creation of facilities for marine resources development, as well as in adjacent industries;
           –  Expert service of shipping companies and shipyards on the subject of asset management, fleet replenishment and renewal of the commercial vessels, drafting of feasibility studies and documentation for purchase contracts – sales, rental and leasing;
           –  Expert service of marine companies for their cooperation with commercial banks and insurance companies, the estimation of vessels and other objects in the drafting of loan agreements or contracts of property insurance;
           –  Technical survey of ships for estimation, checking the quality of contract papers from economic point of view, the development of rules and specifications of evaluation and certification of marine technology for the estimation;
           –  Teaching and organization of education at the university in the field of professions: «Economics», «Management», «Mathematical approaches in economics», «Naval architecture» and «Marine engineering»;
           –  Scheduling of academic curriculum and development of methodology (manuals and textbooks);
           –  Scientific – research, scientific supervision and research management aimed at improving ship design and marine engineering methods from the system position of efficiency evaluation;
           –  Organization of scientific conferences and work in professional non–profit organizations on the development of engineering and technology of marine resources development, improvement of economic methods of estimation and methods of study;
           –  Management of expert consultancy in the field of evaluation of assets complexes and facilitation of financial assets promotion in the real economic sector;
           –  English–Russian translation and editing of technical documentation, scientific and educational literature, as well as other professional publications on the shipping, shipbuilding, marine engineering, in other areas of science, education, industry, economy etc.

Research interests of the author and professional competence:
           –  Use of mathematical methods in applied economics, ship and marine engineering design methodology, studies of vessels seaworthiness;
           – Development and improvement of applied computer aided techniques (algorithms and computer programs) to optimize the design characteristics of ships and marine companies assets, for expertise and efficiency evaluation of assets and property complexes, for calculation of vessels seaworthiness characteristics;
           – Improvement of approaches and methods to the assess value and economical efficiency of property complexes and assets of the marine companies, including the commercial vessels of various classes, machinery, equipment, real estate and other assets, as well as intangible assets and natural resources, particularly marine resources;
           – Use of methodological approaches from the standpoint of the economy when planning the development of the ocean, ship and marine equipment design;
           –  Research of seaworthiness of ships and marine equipment, management of theoretical and experimental (laboratory) studies of the navigability to improve the design methods, mechanics, construction of the hull, scientific supervision of the research laboratory or group.

 

Progress of the book

           The since the early 1990's author has been making the researches of the information and methodological material presented in the book. Some parts of the book were developed and published in the form of scientific articles and textbooks.
           The author has developed and published monograph: Marine resources and engineering: efficiency estimation, evaluation and optimization.            The results of the studies included in the material of the book were introduced into practice of professional expertise while providing consulting services for shipping companies that were engaged in the process of renewal of their assets, for teaching of Naval Architects and Economists of business valuation.

           The editing of the book was carried out in 2009 and 2010 in the Canadian Victoria the capital of British Columbia. This city is located in the south of the Vancouver Island and characterized by good development of the marine industry.
           The book is approved by the reviewers: Honored Economist of the Russian Federation, Ph.D. (economic sciences), professor (fig1, fig2), Eugeny A.Gnezdilov, and RSA certificated appraiser, Candidate of Economic Sciences, Associate Professor Valeria V.Krivets (Goncharova) (fig1, fig2); the book was also recommended by the Far Eastern regional educational center of the Ministry of Education and Science of the Russian Federation for use as a textbook in the field of professions: «Economics», «Management», «Mathematical approaches in economics», «Naval architecture» and «Marine engineering».
           The textbook Evaluation of commercial vessels, marine company’s assets and ocean resources was published in two editions. The first edition of the book:Evaluation of commercial vessels, marine company’s assets and ocean resources : textbook/ Michael V.Voyloshnikov, Ph.            The electronic version of the textbook, as well as its language translation are based on the second edition of the revised and enlarged book Evaluation of commercial vessels, marine company’s assets and ocean resources : textbook/ Michael V.Voyloshnikov, Ph.
